Wing question

Hello,

I am an active indoor rubber band free flight guy with an aircraft design question.

When does a monoplane with a large horizontal stabilizer change to a tandem wing aircraft?

Is this defined by lift, area, placement, or something else?

I want to make sure I am wording one of my winter indoor challenges correctly.

For argument sake, the conventional tail design becomes a tandem wing design
when the tail surface is no longer used to create a download.

Sometimes you can trim a conventional airplane to that point.
But that's not the tail's intended purpose.
